Are you using some kind of editor to write programs?

The double quotes that work are simple double quotes.
And the single quotes are simple single quotes.

The double quotes that don't work are some kind of
"fancy" quotes. Usually this occurs with word
processing programs and such.

Text editors, especially programmer's text editors,
only enter simple quotes by default.
